The European Commission has launched a public consultation on the reform of tobacco tax rules with the aim of better protecting European citizens from the dangers of smoking.
EU tobacco tax rules define and classify various tobacco products and establish the relevant minimum tax rates for manufactured tobacco products. Minimum tax rates for tobacco products have become ineffective. Differences in rates between Member States lead to excessive cross-border purchases and provide an incentive for some individuals and criminal organizations to engage in fraudulent activities. Moreover, the current rules are not aligned with market developments and the entry of new products, such as e-cigarettes or heated tobacco.
Current EU rules are being reviewed to ensure they remain fit for purpose, ensuring the smooth functioning of the internal market while ensuring a high level of health protection. This is particularly important in the context of the European Cancer Action Plan, as taxation plays a crucial role in reducing tobacco use, particularly in discouraging young people from smoking.
This public consultation is intended to ensure that all relevant stakeholders have the opportunity to provide their views on the current rules and on possible changes to these rules.
This public consultation is open to all stakeholders: citizens, businesses, representative organisations and public authorities of the Member States (finance ministries, tax and health authorities), academics, researchers and non-governmental organisations.
