The RIVM recommends limiting flavorings for e-cigarettes to 23 substances that, either independently or when used in combination, have a tobacco taste.

We've known for a long time that the government wants to make e-cigarettes less attractive. The National Institute for Public Health and the Environment(RIVM) conducted research on currently used flavorings and proposes limiting the number of flavorings to 23 substances that, either alone or in combination, have a tobacco flavor.

Making the use of e-cigarettes less attractive

With this measure, theRIVM expects That the use of e-cigarettes becomes less attractive. This also supports one of the goals of the National Prevention Agreement. The principle is that only tobacco-flavored liquids will be marketed.

The study used data that manufacturers like Miller Juice and Zensations are required to provide about the composition of their products. Liquid manufacturers use over 500 different flavorings in their liquids. Some of these are tobacco-flavored, but sweet flavorings, such as ethyl maltol, are also often used.

The RIVM recommends evaluating the list of 23 flavourings over time.
